My Neighbor is Going to Start a Residential Development on His Land

I live in a rural area and my neighbor owns a lot of land that sits next to mine. He stopped by yesterday to get my opinion on a new idea that he has. He said that he is looking into turning the land into a residential development. The property is also close to the city limits so it may be annexed into the city to get approval faster. I told him that it was a good idea. I figure that he will make a lot of money off the deal, and our area could use more new housing units.
